The President of Victory Systems, Inc. is William Dowler who has been an IT professional for over 30 years. Mr. Dowler has led successful projects in such diverse industries as telecommunications, manufacturing, engineering, publishing, law enforcement and local government. Although based in the United States these projects have also taken him to England, Canada and Japan.
